The "Plan" proposes to build a "sky, ground and land integrated" monitoring network, using satellite remote sensing, drone inspections, ground monitoring stations and other means to grasp migratory bird population dynamics and habitat changes in real time, provide data support for scientific decision-making, and reflect the migration "China Temperature".
为全面加强我国候鸟迁飞通道保护和修复工作，2024年6月，国家发展改革委会同财政部、国家林草局编制的《候鸟迁飞通道保护修复中国行动计划（2024—2030年）》发布。在途经中国的4条主要迁飞通道中筛选出821处候鸟关键栖息地，明确每处区域的责任单位、保护目标和修复措施。《计划》提出建设“天空地一体化”监测网络，利用卫星遥感、无人机巡查、地面监测站等手段，实时掌握候鸟种群动态和栖息地变化，为科学决策提供数据支撑，体现了迁徙路上的“中国温度”。
