8月24日至25日，甘肃中部、宁夏北部、内蒙古中南部、山西大部、陕西北部等地部分地区将有暴雨到大暴雨，黄河流域上中游地区部分河流可能出现超警洪水，中小水库和淤地坝安全度汛以及山洪灾害、中小河流洪水风险较大。根据有关规定，黄河防总、黄河水利委员会决定自8月24日16时起，分别针对甘肃、宁夏、内蒙古、山西、陕西五省（区）启动黄河防汛四级和洪水防御IV级应急响应。
